What it does
The bill lets the Northern Mariana Islands hire foreign workers when U.S. workers are not available. It raises the yearly limit to 15,000 workers. It adds 3,000 more permits for construction jobs. Companies must pay a $150 fee to hire foreign workers. Some foreign workers already in the territory can stay longer for up to three more years.
