What it does
This bill stops automatic citizenship at birth in Puerto Rico, the U.S. Virgin Islands, Guam, and Northern Mariana Islands. Starting January 1, 2027, babies born there need a citizen parent to get citizenship. Babies born before 2027 keep their citizenship. Congress would use its power over territories to make this change.
Who it affects
People born in those four islands after 2027 would lose automatic citizenship. They would need a citizen parent to become citizens. Island residents would have fewer rights than mainland residents.
