What it does

This bill changes how three offices pick their leaders. The Librarian of Congress will be chosen by House and Senate leaders. The Director of the Government Publishing Office will be chosen the same way. The Register of Copyrights will be chosen the same way. These leaders can also remove the office heads by majority vote. The Copyright Office will split from the Library of Congress. It will have its own Inspector General.
