H.R. 4093 — Apples to Apples Comparison Act of 2025

Transparency & Ethics

What it does

This bill requires the Centers for Medicare & Medicaid Services (CMS) to publish detailed, machine-readable data on Medicare spending by county and metropolitan area, broken down by beneficiary type (e.g., those in traditional Medicare vs. Medicare Advantage plans), starting in 2025. It also directs the Medicare Payment Advisory Commission (MedPAC) to analyze spending differences between Medicare Advantage and traditional fee-for-service Medicare, and requires the Social Security Trustees to report aggregate spending by beneficiary category.
