Homeland Security

What it does

This bill requires the Department of Homeland Security to design and run a large-scale emergency exercise simulating a terrorist attack on critical infrastructure during an extreme cold weather event (like a polar vortex). The exercise must test how federal, state, local, and private-sector responders would manage cascading failures across power, water, communications, and other essential services. DHS must report findings and recommendations to Congress within 60 days.

Quorum's transparency scan gave Weatherizing Infrastructure in the North and Terrorism Emergency Readiness Act of 2025 a moderate transparency flag.
