H.R. 9330 — Earned Wage Access Consumer Protection Act
Worker Safety
What it does
This bill regulates earned wage access (EWA) services—companies that let workers borrow against wages they've already earned but haven't been paid yet. It requires providers to offer a free option alongside any paid service, disclose all fees and limits upfront, allow workers to cancel without penalty, and prohibits debt collection, credit reporting, or late fees if workers don't repay. It also shields EWA from being classified as credit or loans under federal law.
Quorum's transparency scan gave Earned Wage Access Consumer Protection Act a high transparency warning.
