What it does
This bill directs the U.S. Forest Service to transfer ownership of Crystal Reservoir (a 45-acre site in Colorado including the dam, lake, and water infrastructure) to the City of Ouray at no cost to the city. In exchange, Ouray must maintain the land as open space for public recreation, assume all costs for dam repairs and operations, and comply with water-law restrictions. The federal government retains easements for road and trail access and can reclaim the land if Ouray violates the terms.
