What it does
The bill lets AI firms share facts and plan together. They can delay or limit AI releases. They say they do this to stop theft, weapons use, and power grid attacks. They also say they stop loss of control, self-improving systems, and hacking. Firms must tell the Department of Justice before they plan. The government can still stop them if they do not prove good faith. The government can also stop them if planning makes safety worse.
