What it does
The bill changes tax rules for Russia. U.S. companies and people cannot claim tax credits for taxes paid to Russia. The rule starts 30 days after the bill becomes law. It stays in place until the U.S. returns to normal trade with Russia.
Who it affects
Most Americans are not affected. U.S. companies, investors, and people who do business in Russia will pay more taxes. They lose a tax break and may pay taxes twice.
One thing to notice
The rule stops automatically if the U.S. goes back to normal trade with Russia. The bill works even if it breaks a tax treaty with Russia.
