What it does
The bill changes federal law about passports. The State Department must revoke passports from people who owe more than $2,500 in child support. Before, the Secretary could choose to restrict passports instead. Now revocation is required. Temporary passports may be granted for emergency returns to the U.S.

People who owe child support and want to travel are affected. Parents behind on payments lose their passports. Citizens who work or have family abroad may be trapped.
