What it does

The bill changes rules for Small Business Investment Companies, or SBICs. These are firms that lend money to small firms. The law lets SBICs exclude certain loans from debt limits. Loans to small firms in rural areas do not count toward debt limits. Loans to small firms in low-income areas do not count. Loans to small firms in key tech fields do not count. Loans to small makers do not count. The bill also raises the total amount of debt SBICs can take on.
