What it does
The bill creates a new federal mortgage insurance program. First-time homebuyers earning up to 160% of area median income can use it. The government caps interest rates at 3.5%. It pays part of the interest for borrowers. Borrowers earning under 80% of median income get rates as low as 1%. The program is authorized up to $5 billion per year. Borrowers must take a homeownership class. They must live in the home as their main residence.
Who it affects
First-time homebuyers earning up to 160% of area median income can get mortgages. Their monthly payments will be lower. Lenders who make these mortgages get insurance and monthly payments from the federal government.
One thing to notice
The bill sets the interest rate cap at 3.5% in the law itself. If market rates rise much higher, the federal government would pay very large subsidies. The bill does not say what happens if costs get too high.
