What it does
The bill gives money to states. States can let foreign-trained doctors practice medicine while they study for U.S. tests. The money pays for exams, English classes, and other help. Hospitals in areas without enough doctors can hire foreign-trained residents. These residents do not count against normal limits.
Who it affects
People in areas without enough doctors get more doctors. Foreign-trained doctors and refugees who are doctors get new ways to work.
One thing to notice
Each state can make its own rules for how long doctors must work under supervision. A doctor licensed in one state might not be licensed in another.
