What it does
The bill stops electric utilities not fully owned by U.S. persons from selling energy data. Energy data shows when and how much power each customer uses. Utilities can still use the data for billing and fixing outages. Utilities must report to the FTC each year. They report what data they collect and how they use it. If a utility breaks this rule, it must pay the customer. The payment is three times the money it made from misusing data.

Customers of electric utilities get protection against their energy data being sold. The rule applies only to utilities not wholly owned by U.S. persons. The FTC and state attorneys general can enforce the rule.
