H.R. 4464 — Preventive Health Savings Act
What it does
This bill changes how Congress scores the budget impact of preventive health legislation. It allows the Congressional Budget Office director, when asked by budget committee leaders, to estimate whether a health bill would reduce federal spending over the next 20 years (two 10-year periods) through preventive care. Those estimates would be supplementary only—they cannot be used to satisfy budget rules or enforce spending caps.
Quorum's transparency scan gave Preventive Health Savings Act a moderate transparency flag.
