What it does
This bill creates a federal employee bonus program that rewards workers who identify unused budget money within their agencies. Employees who spot surplus funds get cash awards, and agencies keep up to 10% of identified savings to pay these bonuses; the rest goes to the Treasury for deficit reduction. The program sunsets after 6 years and explicitly bars senior executives (Cabinet-level officials, agency heads, and independent board members) from receiving bonuses.
