S. 2666, the Foreign Robocall Elimination Act, passed the Senate on August 3, 2026.

What it does

This bill establishes an interagency taskforce led by the FCC to study and report on unlawful robocalls originating from foreign countries, with recommendations for combating them. It also grants immunity to a private consortium that traces robocall origins when sharing that information, allows the FCC or consortium to publish lists of voice service providers that refuse to participate in anti-robocall efforts or originate substantial unlawful robocalls, and requires the FCC to establish rules allowing (but not mandating) providers to post bonds up to $100,000 before certifying their robocall mitigation practices—with exemptions for established, regulated providers.
