What it does
This bill amends federal utility law to require electric utilities to charge large industrial customers (those using 100+ megawatts of power) the full cost of any grid upgrades needed to serve them, and to demand upfront financial assurances or contributions from those customers before making those upgrades. It mandates that states consider and adopt this standard within 1–2 years, unless they have already done so.
