S. 3175 — CIPZIP Act of 2025
What it does
This bill creates a 7-year pilot program allowing the U.S. Postal Service to accept money, property, or services from state, local, or tribal governments to cover the costs of changing ZIP Code boundaries. If USPS denies a boundary-change request solely because it would cost money, the requesting government now has 30 days to propose paying for it themselves; if they do, USPS must grant the request. The Postal Regulatory Commission must report annually on how many requests are made, granted, denied, and how much money is collected.
