H.R. 8347, the RURAL Healthcare Act, advanced out of committee on July 21, 2026.

H.R. 8347 — RURAL Healthcare Act

Healthcare

What it does

This bill reclassifies temporary doctors, nurse practitioners, physician's assistants, and nurse anesthetists as independent contractors rather than employees when they work on short-term assignments (up to one year) at a single location. This exempts them from federal labor protections including minimum wage, overtime, workplace safety standards, and the right to unionize under the Fair Labor Standards Act and National Labor Relations Act.

Quorum's transparency scan gave RURAL Healthcare Act a high transparency warning.
