What it does
This bill directs the National Institute of Standards and Technology (NIST), working with the Department of Energy, to develop standardized methods for measuring how much energy and water data centers use—including the energy consumed by AI model training and inference. The bill funds a $10 million research program (2027–2029) to establish best practices, definitions, and metrics that researchers, industry, and policymakers can use to understand and forecast data center energy demand.
