H.R. 5402 — Credit Access and Inclusion Act of 2025
Anti-Discrimination
What it does
This bill allows utility companies (gas, electric, water, telecom) and landlords to report payment history to credit bureaus — both positive payments and late payments — so consumers can build credit scores through on-time utility and rent payments. Consumers can opt out. The bill also requires a Government Accountability Office study within 2 years to measure whether this reporting helps or harms consumer credit scores.
Quorum's transparency scan gave Credit Access and Inclusion Act of 2025 a moderate transparency flag.
