S. 766 — Billion Dollar Boondoggle Act of 2025
What it does
This bill requires federal agencies to report annually to Congress and the public on all major projects that are either more than 5 years behind schedule or have cost overruns exceeding $1 billion. The reports must include project details, contractors involved, original vs. current timelines and budgets, explanations for delays or cost increases, and any bonuses paid to contractors. The goal is to create public transparency and accountability for taxpayer-funded projects that have gone significantly awry.
Quorum's transparency scan found no buried provisions in Billion Dollar Boondoggle Act of 2025.
