H.R. 10163 — American Quantum Competitiveness Act
What it does
This bill directs the Secretary of Commerce to lead U.S. quantum technology development and supply-chain security by promoting domestic manufacturing, investment, and partnerships with trusted allies (NATO, EU, OECD members). The Secretary must identify supply risks from adversarial nations, publish a national strategy every three years, and work with private companies and foreign partners to build resilient quantum supply chains—but cannot compel private companies to share information or follow recommendations.
Quorum's transparency scan gave American Quantum Competitiveness Act a moderate transparency flag.
