S. 3226 — Bring Our Heroes Home Act
What it does
This bill creates a new independent review board and establishes a centralized collection at the National Archives for all federal records relating to missing U.S. military personnel and civilian employees since December 7, 1941. It requires all government agencies to search for, identify, and transmit these records to the National Archives within one year, with a strong presumption toward public disclosure unless the President certifies that release would cause grave harm to national security or other narrow grounds. After 10 years, all records must be publicly released unless the President personally certifies continued postponement is necessary.
