H.R. 10204 — Legislative Branch Agencies Clarification Act
What it does
This bill restructures how Congress appoints and removes the heads of three legislative branch agencies: the Librarian of Congress, the Director of the Government Publishing Office, and the Register of Copyrights. Instead of presidential appointment with Senate confirmation, these officials will be chosen by a commission of House and Senate leadership and oversight committee chairs, and can be removed by majority vote of that same leadership group. The bill also separates the Copyright Office from Library of Congress control, establishes an independent Inspector General for the Copyright Office, and applies Congressional Accountability Act protections to GPO employees.
Quorum's transparency scan gave Legislative Branch Agencies Clarification Act a moderate transparency flag.
