What it does
This bill adds xylazine (a veterinary sedative increasingly misused as a street drug) to Schedule III of the Controlled Substances Act, making it illegal to possess or distribute without a prescription. It permits veterinarians and pharmacies to dispense it only for animal use, and gives manufacturers and practitioners a grace period (60 days to 1 year) to comply with new security and recordkeeping rules before enforcement kicks in.
