What it does
This is a massive omnibus continuing appropriations and extensions bill that funds federal government operations through December 11, 2026, and extends several trade and regulatory programs. It keeps most agencies running at 2026 spending levels, extends African Growth and Opportunity Act (AGOA) trade benefits to African countries through 2028, extends customs user fees through March 2032, and includes dozens of specific appropriations riders for military shipbuilding, disaster relief, housing programs, and other purposes.
