S. 4189 — INSULIN Act of 2026
What it does
The INSULIN Act of 2026 addresses insulin affordability and market competition through four main mechanisms: (1) it restricts citizens' ability to sue the FDA over drug approvals by requiring them to first file administrative petitions with strict 60-day deadlines, and dismisses lawsuits that bypass this process; (2) it accelerates FDA review of biosimilar insulin products when fewer than 3 competitors exist; (3) it funds a 5-year pilot program in 10 high-need states to help uninsured individuals access insulin at $35/month or less; and (4) it establishes a resource center and hotline to connect uninsured patients with manufacturer assistance programs.
Quorum's transparency scan gave INSULIN Act of 2026 a high transparency warning.
