S. 3589, the RISE Act, advanced out of committee on July 30, 2026.

S. 3589 — RISE Act

Higher Education

What it does

The RISE Act amends federal higher education law to require colleges to accept prior disability documentation (IEPs, Section 504 plans, professional evaluations, or military service records) as sufficient proof that a student has a disability and qualifies for accommodations, rather than forcing students to re-prove their disability at each new institution. It also requires colleges to publish clear, accessible information about their accommodation eligibility process and to report data on disabled students to federal education databases, while authorizing $10 million over five years for a national technical support center for disabled college students.

Quorum's transparency scan found no buried provisions in RISE Act.
