H.R. 6633, the High-Capacity Grid Act, passed the House on September 15, 2026.
H.R. 6633 — High-Capacity Grid Act
What it does
This bill requires the Federal Energy Regulatory Commission (FERC) to establish standards for transmission conductors (the wires that carry electricity) used in new or upgraded power lines, mandating utilities use the highest-capacity, most-efficient conductors available unless doing so would dangerously compromise safety, violate reliability rules, or significantly raise electricity costs without proportional benefit. The bill presumes utilities can recover the costs of these upgraded conductors through their rates.
Quorum's transparency scan gave High-Capacity Grid Act a moderate transparency flag.
