What it does
This bill bars colleges and universities that receive federal student-aid funds from participating in commercial boycotts of Israel (defined as a 'major strategic partner' of the U.S.) and requires them to certify annually that they do not obstruct students and faculty from participating in academic programs in Israel on equal terms with other countries. Institutions that fail to submit the certification lose all Title VI federal education funding.
