H.R. 9771 — Stopping Foreign Influence in Elections Act of 2026

Privacy & Civil Liberties

What it does

This bill penalizes tax-exempt organizations (nonprofits, charities, think tanks) that make political contributions if they have accepted any foreign donations in the prior two years. A first violation triggers a tax equal to 100% of the political contribution; a second violation triggers 200%; a third or later violation triggers 200% plus loss of tax-exempt status for two years. Organizations can rely on donor representations of nationality unless they know or should know the representation is false.
