What it does
This bill requires voters casting ballots in person for federal elections to present a valid photo ID (driver's license, passport, military ID, or tribal ID). Voters without ID can cast a provisional ballot but must present ID within 3 days or submit an affidavit explaining why they cannot obtain one (including religious objections to photography). The bill also requires states and tribes to provide free ID to those who cannot afford it, funded through federal grants, and mandates that states notify voters of the ID requirement at registration.
