What it does
The bill gives $2 billion to school districts. It makes classes smaller in kindergarten through third grade. Schools that serve the poorest students get the money first. Districts must spend at least 97% on hiring certified teachers and building classrooms. Districts must also spend money on training teachers. The grants last five years. Districts must report their progress each year.
Who it affects
Families with kids in high-poverty schools benefit from smaller classes. School districts get federal money to hire teachers. Teachers hired under this program get jobs.
One thing to notice
When the five-year grants end, districts must find their own money. If they do not, classes will get bigger again.
