What it does
The bill tells the TSA to write new rules within one year. The rules must help three groups get the TWIC card. First group: people who left prison. Second group: people still in prison applying. Third group: people whose applications were rejected. The TSA must tell Congress how it is doing this within 180 days after the rules are done.
Who it affects
People who left prison and want port or maritime jobs. People still in prison who are getting ready to apply. People whose TWIC applications were rejected and want to try again.
One thing to notice
The bill makes it easier to apply for the card. The TSA still checks if people are safe for the job.
