What it does
The bill replaces the current job visa system with a points system. It ranks applicants by salary, education, and English skills. It stops the diversity lottery that gave 50,000 visas per year. It limits family visas to spouses and minor children only. Parents and adult siblings can no longer immigrate. Employers must pay foreign workers 150 to 200 percent of the median wage. Employers must prove they tried to hire U.S. workers first. All immigrants must sign a statement about their past conduct. The statement says they have not advocated for genocide, religious persecution, honor killings, or sexual assault.
Who it affects
U.S. workers in jobs where employers hire foreign workers may gain wage protections and job security rules. Families lose a path to reunite if they have adult children or parents abroad. The diversity lottery ends, so 50,000 people per year lose a chance to immigrate.
One thing to notice
The bill cuts two major immigration paths with no new visas to replace them. The statement immigrants must sign uses broad language that could capture protected speech.
