What it does

The bill sets up Homeownership Promise Accounts. People buying a home for the first time can put up to $10,000 of their own money in. The federal government adds $5 for every $1 they put in. The total federal match is up to $50,000 per person. People can use the matched money for down payments. Homes must cost no more than the median price in their area.

Who it affects

People buying a home for the first time get up to $50,000 in federal money. Banks and lenders that work in lower-income areas hold the accounts.

One thing to notice

People must finish housing training approved by HUD before they open an account. People can take out their own money at any time. Federal matching money is only given at closing.
