What it does
The bill tells the Secretary of Agriculture to study whether the U.S. should build a government stockpile of fertilizer. The stockpile would work like the oil reserve the government keeps. If the study says yes, the bill lets the government set up a new agency. The agency would build and run the stockpile. A board of nine people would manage it. The President and Senate would pick the board members.
Who it affects
Farmers would benefit if fertilizer prices stay more stable. Food consumers could pay less for food if fertilizer costs drop. The bill includes rules to stop conflicts of interest.
One thing to notice
The board would decide what counts as fertilizer. The board could take private land for storage buildings. The board must sell fertilizer within 14 days if asked.
