The Secretary of Defense must tell Congress within 5 days when a top officer leaves a major job. Within 30 days, the Secretary must file a report saying why. The report must state the reason: misconduct, poor work, loss of trust, or other causes. The Secretary must also promise the action was not payback for honest advice.
