What it does
The bill requires the Department of Defense to use railroad freight cars made in the United States. Allied countries can also make these cars. Military cargo must travel in these cars. Over four years, the rules get stricter about car age and origin. The bill blocks freight cars made in China or linked to China. The Department of Defense can skip these rules for clandestine operations. The Department of Defense can also skip them for unannounced shipments.
