What it does
This bill repeals D.C.'s rule that motorcycle riders must wear helmets. It changes the Home Rule Act. The D.C. Council and Mayor cannot make helmet rules for motorcycles. They cannot enforce helmet rules either. Motorcycle riders in D.C. would no longer have to wear helmets.
