What it does
This bill changes voting law. Voters who vote in person must show a valid photo ID. If they don't have one, they can cast a backup ballot. They must return within 3 days with an ID. Or they can bring a signed form about their religion. Voters who mail ballots must send a photo ID copy. Or they can send their Social Security number plus a signed form. States must provide free scanners and copiers at public buildings. Voters can use them to copy their ID.
