What it does
The bill changes how the VA collects money from former soldiers. Instead of taking all the money at once, the VA can take it in monthly payments. The VA can also skip taking the money if it would hurt a former soldier's money situation. Monthly payments cannot be more than 25 percent of the former soldier's monthly disability check.
