What it does
The bill lets the IRS collect certain foreign-filing penalties faster. It no longer needs to go to court. Before collecting a penalty, the IRS must send written notice. Taxpayers get at least 60 days' notice. Taxpayers can ask for an independent review. The bill stops two reporting rules for foreign trusts that were supposed to start in 2015.
