What it does
This bill makes it easier for jobless people to join state programs. These programs help them start businesses. Right now, workers must almost run out of unemployment money first. The bill removes that rule. It also expands what counts as business training. States can accept formal classes plus business advice. States can also accept a business plan the worker writes. The state must approve the plan. These changes start two years after the law passes.
