What it does

The bill caps yearly transfers at 1.25% of total benefits through 2031. After 2031, the cap drops to 1.15%. At least $10 to $20 million per year through 2032 must go to computer upgrades. The Government Accountability Office must check on modernization progress. The bill moves up when some private pension plans must pay money. These plans now pay in the 9th month instead of the 10th month.
