What it does
The bill removes federal Clean Air Act rules from small oil and gas wells. Small wells produce 15 barrels of oil per day or less. Small wells produce 90,000 cubic feet of natural gas per day or less. The bill stops states from making their own rules for these wells. State plans that remove marginal-well rules get approved in 180 days.
Who it affects
Citizens lose air-quality protections on thousands of small wells. Oil and gas companies that run small wells are affected. States lose power to set their own air-quality standards.

Leak-detection and emissions monitoring requirements are removed. Actual emissions from these wells will no longer be tracked or reported.
