What it does
The bill brings back tax breaks for firms that build new biomass power plants. These plants burn wood and farm waste to make power. Firms get a 30% tax break on money they spend. The bill also brings back tax breaks based on power made. Any plant that starts building after the bill passes can use these breaks.
