What it does
This bill changes how D.C. tax laws work. Right now, D.C. passes a tax law. It starts after 60 days unless Congress votes to stop it. This bill flips that around. Now D.C. tax laws need Congress to vote yes within 60 days to start. Congress gets only one hour to debate before voting.
Who it affects
D.C. residents lose power over their own taxes. Congress, which has no D.C. residents as voting members, now decides if D.C. can collect taxes. The 700,000 people who live in D.C. are affected.
